ENGLISH LANGUAGE TEACHING (ILN–ELT)
INTENSIVE LITERACY AND NUMERACY
ILN–ELT is a foundational English literacy and numeracy programme for adults who speak English as an additional language.
Through practical, supportive lessons, you will develop the skills to speak, listen, read and write in English. You will also build your understanding of basic grammar, spelling, pronunciation and everyday numeracy.
The programme includes practical information about life in Aotearoa New Zealand, helping you communicate more confidently, access everyday services and participate in your community.
There are no tuition fees for eligible learners. TEC describes ILN–ELT as a fees-free programme designed particularly for adult migrants and refugees who need English literacy and numeracy support. Read about ILN–ELT funding.

Your tutor will consider your current skills, learning needs and personal goals when preparing your lessons.
Programme content follows the outcomes and requirements established by the Tertiary Education Commission. Tutors draw from a range of approved teaching resources to create practical and engaging learning activities.

WHO CAN APPLY?
This programme is intended for learners who:

Speak English as an additional language

Have a low level of English literacy and/or numeracy

Meet the requirements to enrol as a domestic student

Are 18 years of age or older

Are not enrolled as a full-time secondary school student
Eligibility will be confirmed through Skill New Zealand’s enrolment and assessment process.
Important: TEC’s current funding conditions set the minimum age at 16, rather than 18. If Skill New Zealand applies its own 18+ entry requirement, the copy above is correct; otherwise, change that bullet to “Are 16 years of age or older.” TEC also uses the broader term domestic student, so “New Zealand citizen or permanent resident” may exclude some otherwise eligible visa holders.
